Renunciation of Indian Citizenship and Passport Surrender Certificate

Please note that Government of India does NOT allow dual citizenship. Norway allows dual citizenship as from 01st January, 2020 but Indian citizens opting to take Norwegian citizenship, have to surrender Indian citizenship as it is ILLEGAL to hold dual citizenship as per the Constitution of India. In order to get Overseas Citizenship of India (OCI) card, one has to renounce Indian citizenship as soon as they acquire foreign nationality.

Applicant may note the legal provision under section 8 of the Citizenship Act, 1955 which provides that where a person ceases to be a citizen of India on renunciation of citizenship under section 8 (1), EVERY MINOR CHILD of that person shall thereupon ceases to be a citizen of India. However, such child may, within one year after attaining full age, can make a declaration in the prescribed form and manner that he wishes to resume Indian citizenship.

All Indian nationals who have gained Norwegian Citizenship are required to apply for ‘Renunciation of Indian Citizenship’ / ‘Surrender Certificate’ by surrendering their Indian Passport.

Note: Applicants have to follow procedure of Renunciation of Indian Citizenship and Surrender of Passport separately. MINOR applicants are NOT required to fill MHA online Renunciation, they are required to fill application for Passport surrender Certificate.

Eligible Applicants can do online registration for applying for Renunciation of Indian Citizenship using Internet Explorer Browser.

RENUNCIATION OF INDIAN CITIZENSHIP - Instructions to Applicants

Any Indian citizen can renounce his/her citizenship by making a declaration in the form XXII specified in rule 23 of The Citizenship Rules, 2009. The application Form has to be filled only on the online portal of MHA  “https://indiancitizenshiponline.nic.in”.

The renouncer would fill all his/her details and upload relevant documents in above mentioned website, take a print-out and visit the Indian Mission/Post concerned for interview, signing the declaration before the concerned authority and to submit the print-out of the application with supporting documents.

Separate application has to be filed for each applicant.

The online form should be filled in Block/ Capital letters.

Once the application form is submitted online by the applicant, then no further modifications are allowed. Hence applicants are requested to carefully verify the details before submitting the online application form.

MHA File Number would be generated automatically after the submission of online application and the same will be communicated to the applicant by e-mail. Applicant must keep note of it for tracking the status and refer this file number for any future correspondence.

Applicant must take the print out of the online submitted application and personally submit (On prior appointment only) the same at the Embassy of India along with original documents for further action by authority concerned.

Applicant will be provided acknowledgment in Form XXIII after his signed application/declaration is successfully uploaded by the Indian Mission/Post as the case may be. This may be sent to applicant through e-mail.

A person who has ceased to be Indian Citizen is required to surrender the documents which he had acquired on the basis of his Indian citizenship (e.g. Voter Card etc) to the authorities concerned.

Steps to be followed to fill in application:

Open https://indiancitizenshiponline.nic.in on internet; go to Declaration of Renunciation of Citizenship under Section 8 of the Act Made by a Citizen of India and follow the instructions.

Uploading of documents at the portal

  1. Copy of current and old Indian Passport first and last page. First page containing personal particulars and last page containing parents and address details.
  2. Residence certificate of Norway- Bostedattest, online Banking first page, Utility bills etc.

Documents required

  1. Print out of the online submitted MHA Renunciation application (FORM XXII)
  2. Copy of Norwegian Passport.
  3. Copy of UDI letter/communication granting Norwegian Citizenship.
  4. Copy of Indian Passport (first and last page).
  5. Indian Passport in original (current and old)
  6. one photograph (5x5 cm)

Declaration on the first page of MHA renunciation (Form-XXII) is mandatory to be signed by the applicant in presence of Consular Officer.

Second page of MHA renunciation FORM XXII should be signed by a witness who is an Indian Citizen- with date, his/her name, passport number and Norwegian postal address. Signature and details of witness may be obtained before visiting the Embassy for submission.

  1. PASSPORT SURRENDER CERTIFICATE

Applicants are requested to fill in details in the application form as per latest Indian passport.

Steps to be followed to fill in application:

  1. open https://portal3.passportindia.gov.in/Online/index.htmlon internet.
  2. Register by clicking on “Register” link. Select “Norway-Oslo” in the box against Indian Mission.
  3. Login with the registered login ID and Password on “ User Login” link.
  4. In the Applicant Home Page, click on “Apply for Surrender of Indian Passport/Diplomatic Passport/Official Passport” link to file a new application.

Documents required

  1. Print out of the online submitted application for passport surrender- signed by the applicant on the first and last page. In case of minor, either parent to sign on last page.
  2. Copy of Norwegian Passport.
  3. Copy of UDI letter/communication granting Norwegian Citizenship.
  4. Copy of Indian Passport (first and last page).
  5. Indian Passport in original (current and old)
  6. Two Photographs (5x5 cm) - one to be pasted on the application in the space provided and one to be attached with the application form.

Self-addressed prepaid envelope to be submitted alongwith application , if you want us to send the certificate by post.

Timeline: The minimum processing time for the procedure of renunciation of Citizenship and surrender of passport, is 6-8 weeks, after the receipt of the duly completed application in the Embassy.

Note – It is mandatory for the applicant to submit the application of Renunciation of Indian Citizenship (MHA renunciation FORM XXII) and all other required documents IN-PERSON (on prior appointment only by sending mail at [email protected]). Application sent/submitted by any other means will NOT be accepted.

FEE - if fee has been paid online, INR 8000 at MHA portal, then applicant is required to make fee payment only for passport surrender certificate in the Embassy i.e. NOK 300 (Fee-NOK 270 + ICWF - NOK 30)

Please note that if NO fee has been paid online, i.e. INR 8000 at MHA portal, in that case equivalent NOK i.e. 1020 is charged for MHA renunciation and NOK 300 for surrender of Indian passport at the Embassy. Total fee for MHA renunciation and passport surrender is NOK 1320 (FEE-1290, ICWF-NOK 30) (ADULT cases).

Minor applicants are NOT required to fill MHA renunciation form XXII as under section 8 of the Citizenship Act, 1955 which provides that where a person ceases to be a citizen of India on renunciation of citizenship under section 8 (1), every minor child of that person shall thereupon ceases to be a citizen of India.  They are only required to fill application for passport surrender certificate. Fee NOK 300 (270+30=300) payment for this service, in case of minor, has to be paid at payment terminal at the Embassy's reception by Norwegian bank debit card bearing bank axept.

Applicants who are or have been able to pay INR 1000 at Ministry of Home Affairs (MHA) website may pay NOK 890 by debit card at the Embassy’s counter.

If the fees at MHA website shows INR 8000 and applicants have already paid NOK 890, they may not pay INR 8000 at MHA website and can pay the remaining amount (NOK 130) at the Embassy counter.
