Dr. B. Bala Bhaskar
Ambassador of the Republic of India to the Kingdom of Norway

Dr. B. Bala Bhaskar possesses over 34 years of experience as an engineer, an economist, and a diplomat. He is a graduate in Civil Engineering and a doctorate in Economics. He is also a Fellow of the Institute of Engineers, India.

After joining the Indian Foreign Service in 1993, he served in the India Embassy, Cairo and Consulate General of India, Jeddah. During 2000-03, Dr. Bhaskar served as Representative of India to Palestine, at both Gaza and Ramallah. Dr. Bhaskar also served as Deputy Secretary/Director in West Asia & North Africa Division, South East Asia Division, Policy Planning & Research and Latin America Divisions in the Ministry of External Affairs. During the period from 2010-2012, he served as Minister in the Embassy of India, Washington D.C. Dr. Bhaskar also served as Deputy Chief of Mission in Beijing from February 2012 to July 2016. From August 2016 till December 2019, Dr. Bhaskar headed the Division as Joint Secretary (West Asia and North Africa) in Ministry of External Affairs.

With his versatile background and specialised knowledge in the fields of energy, economics and West Asian affairs, Dr. Bhaskar has delivered guest lectures in several Indian and foreign universities and training institutions on West Asia and the Arab world. He authored a book on “Energy Security and Economic Development in India – A Holistic Approach”. The book was published by The Energy Research Institute (TERI), a globally renowned think tank and premier energy research institution in India. Dr. Bhaskar is fluent in English, Arabic, Telugu and Hindi languages. He is married to Mrs. Kavitha Bhaskar and has one son and a daughter.
